How to Play

Community Council is a 7-round simulation where teams make strategic decisions across 6 key metrics.

Each Round has 4 phases:

• Briefing — Read the situation report and any random events aloud.
• Decision Cards — Show the 5 decisions. Teams discuss (~10 min, use the timer).
• Team Entry — Each team taps A, B, or C for each decision.
• Results — Scores update and metric changes are displayed.

Metrics: Wellbeing Index, Crime Rate, Community Cohesion, Budget Balance, Youth Engagement, Public Health. Each decision shifts these metrics. The team with the best overall performance wins.

Scoring: Final score is the sum of all metric values (normalised to their scales).
